In an era of accountability and demonstration of results, many human services providers can no longer simply rely on traditional process evaluation.  Most are now being challenged to demonstrate human and fiduciary outcomes of their programs and services, but many lack the organizational expertise and skill to assess these areas. 

In addition, many of the “reform measures” being proposed in human services have not been adequately tested or evaluated.  One of SWERT's goals is to become a regional resource to human organizations and providers in assessing the efficacy and effectiveness of their programs across several dimensions of evaluation. (i.e. outcome evaluation, cost-benefit analysis, formative evaluation, etc.).  Similar to research, evaluation is critical to regional leaders and decision-makers as they solicit support and advocate for resources to address regional needs.
